Barrydale Residents Launch Petition to Ban Poison

Concerned locals have launched a bold petition calling for a total ban on poison use in all residential areas of Barrydale, citing recent deaths of pets and local wildlife as evidence that stronger legislation and enforcement is urgently needed.

“Domestic animals, beloved cats and dogs, are ingesting poison and dying painful deaths,” said Liske Stapelberg, one of the petition organisers. “But the tragedy does not end there, birds of prey such as owls then feed on poisoned carcasses and become victims themselves.”

The petition demands that the Barrydale (Swellendam) Municipality, local authorities and law enforcement agencies immediately implement:

  • A full ban on toxic pest control substances in residential zones
  • Investigation protocols with evidence collection and forensic testing
  • Harsher penalties including fines and criminal charges
  • Community education on safe, wildlife-friendly alternatives

Stepelberg warned that the cycle of secondary poisoning, where predators eat poisoned prey, is devastating the ecosystem and destroying natural pest control. “This is not just about pets. It’s about balance, biodiversity, and the safety of our children and community,” she said.

Under national law, poisoning animals is regulated in part by the Animals Protection Act 71 of 1962, which allows traps and poison under certain conditions. Many argue that it is antiquated and lacks strong enforcement. Meanwhile, the Western Cape Biodiversity Act 6 of 2021 enshrines every citizen’s right to an environment that is not harmful to their health or well-being. (wcpp.gov.za)

On a local level, Swellendam Municipality’s Integrated Zoning Scheme By-Law (2020) empowers the municipality to regulate property use, a tool that could be used to restrict or prohibit the use of poisons in residential zones. (d7.westerncape.gov.za)

The organisers plan to submit the petition to the Municipality and demand formal responses within 60 days. They also call on Cape Nature to enforce conservation laws where wildlife is affected.

Stepelberg concluded: “We deserve to live where our pets and children are safe. This petition is our stand, we will not stay silent while poison kills our community’s heart.”
